Leon County commissioners had no problem moving forward with a city-county proposal to revise an outdated cultural plan and set up a new dental program to help uninsured and under-insured residents.

However, when the topic of continuing to discuss forming a special taxing district for the blighted North Monroe Corridor came up, Commissioner Bill Proctor seized the moment to once again state his contempt for not being appointed to the Community Redevelopment Agency board. In addition, other commissioners said they took issue with the city’s refusal to consider changing the makeup of the nine-member board and claim the county continues to get slighted when it comes to votes.

If a North Monroe district is created, money from future revenue generated by any incremental increases in taxable property value would be isolated to help with small to minor improvements and other developments. Two districts are already designated for the downtown and Frenchtown areas.

Proctor has been galled by this issue for years because the downtown CRA district bleeds into parts of District 1. Yet, he said, he’s been robbed of the chance to have a say on that pot of money. He called the lack of inclusion a form of discrimination and “apartheid.”

Commissioner Kristin Dozier swatted down his use of such strong words to describe the situation and reminded the board of Proctor’s 2010 letter saying he didn’t wish to serve on any committees. Proctor, rubbing his temples and forehead out of visible frustration, said he wrote that letter after Commissioner Akin Akinyemi was named chairman when he believed he was next in line for the seat.

He walked out of the latter part of the meeting when discussion on the CRA issue continued.

“I am exiled from participating in a function established by law in the state of Florida,” Proctor said, adding that’s “not the same as me asking not to work on a committee, such as cultural arts, tourist development, the Civic Center or Innovation Park or I can name 15 others. It’s totally different.”

The city and the CRA, chaired by Leon County Commission Vice Chairman Nick Maddox, previously said they favored the idea of a North Monroe CRA district, already home to several closed buildings and a struggling Tallahassee Mall. Before moving forward, though, commissioners like Dozier wanted the potential district to be leverage for changing the CRA board makeup. Others didn’t want to mix the two issues.

“I don’t want to use North Monroe as a leverage,” said Maddox, adding he doesn’t think it’s right when the city makes fewer attempts to reach out to the county on issues compared to the county’s attempts. “I don’t want this to get in the way of doing some great things on North Monroe.”

Also during Tuesday’s meeting, the commission gave its blessing on revising the 2003 cultural plan outlining more than 200 objectives, many of which were not as robustly pursued as others. Commissioners agreed with the composition of the 16-member committee but Dozier suggested adding two additional spots for those working in or representing the arts community.

Following the discussion, City Commissioner Gil Ziffer and Peggy Brady, director of the Council on Culture & Arts, told the Tallahassee Democrat they were on board with the idea.

Commissioners also approved a new discount dental program offered through the National Association of Counties (NACo), making Leon County the first Florida county to offer the dental program.

It requires a annual membership fee for individuals and per year for families. It’s similar to the discounted prescription drug program already offered by NACo in the county that’s aimed at uninsured residents and those with medications not covered under their health plans.

Discounts range from 5 to 50 percent on dental procedures, including routine exams, cleanings, dentures and crowns. Other discounts include 20 percent off orthodontics for adults and children.
